In view of the revision in June 2020 of the State Aid guidelines implementing the Directive on the emission trading scheme (EU ETS), AFEP shares its position on the draft submitted by the European Commission (DG Competition).
Large French companies recommend in particular that the Commission:
- Maintain the level playing field notably between France and Germany, thus preserving a single CO2 emission factor in the Central Western Europe area,
- Treat equally direct and indirect emission carbon costs, especially regarding the qualitative assessment for sector eligibility,
- Ensure a legal predictability to foster investments.
